What is the IQR Program?

The Inpatient Quality Reporting (IQR) Program is a quality reporting program established by the Centers for Medicare and Medicaid Services (CMS) under the Medicare Prescription Drug, Improvement, and Modernization Act of 2003. It aims to incentivize hospitals to report various quality measures to CMS. Although technically voluntary, hospitals that do not meet the program's requirements face a 25% reduction to their annual Market Basket Update (MBU), making participation practically mandatory for financial sustainability.

The program's primary goal is to improve the quality of care for Medicare beneficiaries by ensuring hospitals meet specific quality reporting requirements and penalizing those that do not. The quality measures reported under the IQR Program are publicly available on Care Compare, aiding consumers in making informed healthcare decisions.
